"This is outside interference": who is Rashad Nabiyev and what else he said about the plane crash in Aktau
This was stated on Friday by Rashad Nabiyev, Minister of Digital Development and Transport of Azerbaijan, during a press conference, commenting on the plane crash of the Embraer E190AR aircraft that occurred on December 25.
This was reported by Azerbaijani media. According to Nabiyev, the version of external interference is confirmed by the found debris of the aircraft and witness statements.
“The injured Russian citizens also reported that they heard the sounds of explosions over Grozny three times. According to them, the sounds came from outside, and then something hit the plane,” the minister noted.
Nabiyev also said that the surviving passengers and flight attendants reported the sounds of explosions that were heard when the plane flew over Grozny. One of the flight attendants received an arm injury.
A video distributed on social networks and in the media shows that one woman has an injured arm and leg. In addition, traces of holes are visible on the wing of the plane, and damage left by sharp objects was found inside the fuselage.
Nabiyev recalled that immediately after the crash of the Embraer 190 aircraft, owned by Azerbaijan Airlines (AZAL), a special commission was created on the instructions of President Ilham Aliyev:
“The members of the commission were sent to Aktau to study in detail the circumstances of the incident on the spot and assess the condition of the victims. They inspected the crash site and also held meetings with the injured citizens from Azerbaijan and other countries. Azerbaijan exercised its right to involve international consultants in the investigation process. We have already established contact with them."
The minister reported that two Embraer specialists have been involved in the work at the scene of the incident, and have also been involved in the investigation:
"Specialists from Brazil will arrive at the scene tomorrow. If you pay attention to the statements of Kazakh officials, they refer to the words of the dispatcher from Rostov, who claims that an oxygen cylinder exploded on board the plane. However, in my opinion, the veracity of this information must first be verified, since it came from an interested party. As for the facts that refute this, I have already noted that the explosions occurred from the outside."

Rashad Nabi oglu Nabiyev (Azerbaijani: Rəşad Nəbi oğlu Nəbiyev) is an Azerbaijani statesman, Minister of Digital Development and Transport of Azerbaijan.

In 2000, he graduated from the Academy of Public Administration under the President of the Republic of Azerbaijan, receiving a bachelor's and master's degree in "State and Municipal Administration".
In 2002, he received a master's degree in economics from East Carolina University (USA).
Career:
In In 1997-2000, he worked at the Information Resources and Technologies Center, as well as in the Foreign Relations Department of the Executive Office of the President of the Republic of Azerbaijan.
In 2002-2004, he held a position in the Market Operations Department of the Central Bank of the Republic of Azerbaijan.
From 2004 to 2011, he headed the Finance, Accounting and Economic Analysis Department of the Ministry of Communications and Information Technologies.
On January 24, 2011, he was appointed Chairman of Azercosmos OJSC and held this position until January 26, 2021.
On January 26, 2021, by the decree of the President of the Republic of Azerbaijan, he was appointed Minister of Transport, Communications and High Technologies.
In October 2021, the ministry was renamed the Ministry of Digital Development and Transport, and Nabiyev continued to work as minister.
On November 1, 2021, he was elected President of the Azerbaijan Judo Federation.
