"The plane was shot down in the sky over Grozny"
Member of the Azerbaijani parliament's committee on international affairs Rasim Musabayov directly stated in an interview with Turan:
"The plane was shot down on Russian territory, in the sky over Grozny, and it is impossible to deny this".
He accused Moscow of trying to hide traces of the incident in the media space. Musabeyov stressed that instead it is necessary to apologize, hold those responsible accountable, and pay compensation to the victims and the families of the dead.
“If this does not happen, then the relations will certainly move to another level,” Musabeyov warned.
He recalled that when a Russian military helicopter was shot down during the 44-day war in 2020, the Azerbaijani side apologized, announced that the perpetrators would be held accountable, and paid compensation.
"These are civilized relations. If the air defense is working, then the airport should be closed, there should be a warning so that no one flies here. Therefore, those responsible must be brought to justice," Musabeyov emphasized.
Biography of Rasim Musabeyov
Rasim Nasreddin oglu Musabeyov (Azerbaijani: Musabəyov Rasim Nəsrəddin oğlu), born on January 1, 1951 in Baku, is an Azerbaijani political, state and public figure, as well as a well-known political scientist.
Education and early career
In 1973, he graduated from the Azerbaijan Institute of Oil and Chemistry (now the Azerbaijan State University of Oil and Industry) with a degree in Automated Control Systems.
During his studies, he was actively involved in social activities, holding the position of secretary of the Komsomol committee of the institute. Since 1974, he worked as the head of the student department of the Central Committee of the Komsomol of Azerbaijan, and in 1976-1982, he was an instructor and responsible organizer of the Central Committee of the All-Union Leninist Young Communist League in Moscow.
In 1985, he completed his postgraduate studies and defended his PhD dissertation in philosophy. From 1985 to 1989, he headed the scientific laboratory of interethnic relations at the Youth Institute in Moscow.
Political and state activities
In 1989, he returned to Baku, where he headed the sociological laboratory of the Baku Higher Party School. In 1990-1991, he held the position of head of the ideological department of the Baku City Committee of the Communist Party. In 1991-1992, he worked as an adviser on interethnic relations in the office of the President of Azerbaijan, participating in negotiations on the peaceful settlement of the Karabakh conflict. In 1992-1993, he was an adviser to the office of the Milli Majlis of Azerbaijan.
From 1993 to 1999, he taught at the Baku Institute of Political Science and Social Management as an associate professor. Since 2000, he has worked as an independent political scientist at the Center for Economic and Political Research, managing several international projects.
Parliamentary activity
In 1990-1995, he was a deputy of the Baku Council. In November 2010, he was elected as a deputy of the Milli Majlis of Azerbaijan of the 4th convocation from the Narimanov-Nizami constituency No. 18, receiving 33.66% of the vote.
In subsequent years, he was re-elected and is currently a deputy of the 7th convocation. Works in the Committee on International Relations and Interparliamentary Relations, heads the friendship group with South Africa and is a member of the Parliamentary Delegation of Azerbaijan to the CIS Interparliamentary Assembly.
Scientific and public activities
Author of more than 250 scientific publications, books and articles on regional geopolitics, ethnic policy and political institutions. Member of the editorial boards of the analytical journals "Strateji təhlil" and "Geo strategiya". He regularly appears in local and foreign media with comments on current socio-political issues.
